Stellaris Hotfix 1.2.1 detailed and released

It's patching day for Paradox games apparently, as Stellaris is joining Hearts of Iron IV in being updated today. Stellaris gets hotfix 1.2.1.

v1.2.0] [2352] Elections reset leader appearance to defaults.

Booted up a save from before the latest patch and now I have a missing head of navy debuff on my fleet capacity, what is this and how do I fix it?
